Just a quick question, does mounted skirmisher and ride by attack, mean that I can ride up, do a full attack, and then ride away ?

ride-by attack specifically calls for the charge action, which is a full round action of its own, so it cannot be combined with a full attack

Yes, but remember that the mount needs to go in strait line so this often means that it must over run the target. Sometimes it will be able to skit the edge but not always.

I missed the requirement of the charge on the ride by attack.

So much for an attack while repositioning if I cannot get a charge.
