I want to play a two shields ranger....
SHIELD MASTER
You do not suffer any penalties on attack rolls made with a shield while you are wielding another weapon. Add your shield’s enhancement bonus to attack and damage rolls made with the shield as if it were a weapon enhancement bonus.
I feel like this indicates you can't use another shield. I suppose a shield can be used as a weapon via shield bash, but at the same time I have a hunch this wasn't what was intended.
Now by RAW two shields should be completely legal, but after doing some research I can't seem to find any official rulings on the matter and it seems to come up a good often.
Does anyone know if there has been some sort of ruling?

there is no oficial ruling to my knowledge. But if I recall correctly James Jacobs have stated (as his personal opinion) that you can not dual wield shields cause it is silly.
The answer to the question " canyou play a two shielded ranger" is "Ask yor GM".
If this is for PFS then ask in the PFS forum.

James Jacobs is not a rules guy. He notes this often.
So, he gives opinions based on how he would run it in his games.
He has a few of his own houserules.
Shields are weapons.
You can take Weapon Focus, and choose a Shield.
You can enchant a Shield with weapon enchantments.
So, the weapon, that is "another weapon", can be a Shield, as a Shield, is a weapon.
