From the Universal Monster Rules:
"A creature with a burrow speed can tunnel through dirt, but not through rock unless the descriptive text says otherwise. Creatures cannot charge or run while burrowing. Most burrowing creatures do not leave behind tunnels other creatures can use (either because the material they tunnel through fills in behind them or because they do not actually dislocate any material when burrowing); see the individual creature descriptions for details."
And since the Blue Dragon description does not say otherwise, you can't follow. Considering they live in deserts, it would be safe to assume they usually burrow through sand.
I don't think the fact that its a skeleton changes anything.

Huh? I'm pretty sure the universal monster rules are in the bestiaries.
But a description of burrowing is not. d20PFSRD adds in many of the things from 3.5 D&D that Paizo left out when they made Pathfinder.
None of the special movement modes have any real description in Pathfinder. And there is no good excuse for that, as its Open Content and so was available to use in Pathfinder. Same thing with the table that stated what the various height and weight ranges of the size categories were. Open Content, but not copied for Pathfinder.
