Let's say your character finds a broken spyglass. It is magical though and when activated it casts ________.
What spell would you expect to be there? Let's say 2nd lvl or lower.. it's a treasure for a low-level game.

So, looking at those that could possibly be thematically appropriate based only on the spell.
A number of the spell effects would need to be tweaked to function only while looking through the scope and only at things that you're looking at. This could have some interesting potential RP or consequences as a result.
Clairvoyance, even though it's a hedge above your chosen level, seems nearly perfect to me, with a sensor placed based on where the spyglass was pointed.
Eagle Eye would be a close second for me, and it works for your level limit.
Hunter's Eye, and Track Ship would work as 2nd level options, although they'd have to be altered a bit for the specific spell effects and how they interact with needing the spyglass on at all times.
Locate Object could be neat as a second level option, but it has rather limited uses.
Read Weather works as an interesting 1st level option.
Detect Magic or Know Direction work as a cantrip options.
Detect Animals or Plants, Detect <Alignment>, Detect Charm, Detect Secret Doors, Detect Snares or Pits, Detect Undead, See Alignment, or See Invisibility just a bit too potent and too situational (when would I be looking for invisible creatures that far away?), but I could definitely see really nifty story potential there.
Possible, but above your stated goal, is something like arcane sight or true seeing. Especially if your world faces off against illusionists often.
Scrying is way too high, but thematically appropriate.

Wizard: "Hey Fighter, Why is that farmhouse in the distance on fire? Were't you on watch."
Fighter: "Well, the good news is I figured out what that spyglass does. ..."
