I don't have these sourcebooks so I can only guess. The feat itself doesn't prevent what you suggest, so it looks like a PC (hopefully not a "player") could jump off of three 110' cliffs and get this feat, unless there is general text in these sources that specifically states something that would prohibit it, like maybe it says "deliberately inflicting damage on yourself doesn't meet the prerequisites" - without that kind of thing it looks plausible.
Me, I wouldn't allow it. Whichever god is providing those lifting hands would not appreciate being manipulated like that. On the other hand, if a player wanted this feat and told me so, I'd make sure he gets put into lots of "Cliffhanger" situations. (wow, a bad pun AND a reference to a mediocre movie with lots of falling people, I'm on a roll...)
Really, it shouldn't be hard to help a cleric fall off of a cliff - just set up a narrow ledge and/or cliff climbing thing (and remind the player that his character wants to fall so he doesn't do things like safety lines), then hit them with bad guys or dangerous environmental hazards, and watch that low-skilled and high-armor-checked cleric plunge to his doom. 3 times.

I guess they could. It's a bit of a silly Feat TBH. I didn't even know Achievement Feats were a thing, but much like the main class restriction for the Pain Taster PrC I think they're badly thought out just from a glance at the explanation of the SRD.
