The PFSRD also says that the GM may allow other spells to be permanent.
What I do as a GM is cross reference spell levels, the cost for the permanency, whether there are items that can achieve the desired effect, and if it could be a game breaker.

With the new spells that have come out since the corebook is there a comprehensive list somewhere of what can be made permanent?
Same issue with Shapechange. The RAI is pretty clear that it's supposed to allow you to freely assume any form, but because it's a core spell it doesn't include the newer morph spells like Undead Anatomy.

I know some post-core spell entries include permanency rules. Off the top of my head, I can cite the Create Demiplane line of spells.
