does this feat allow 2 grapple attempts from round 1?
or the move action cost is only after getting the first hold ?

Greater Grapple (Combat)
Maintaining a grapple is second nature to you.
Prerequisites: Improved Grapple, Improved Unarmed Strike, base attack bonus +6, Dex 13.
Benefit: You receive a +2 bonus on checks made to grapple a foe. This bonus stacks with the bonus granted by Improved Grapple. Once you have grappled a creature, maintaining the grapple is a move action. This feat allows you to make two grapple checks each round (to move, harm, or pin your opponent), but you are not required to make two checks. You only need to succeed at one of these checks to maintain the grapple.
Normal: Maintaining a grapple is a standard action.


Yes.

Assuming you begin your round with an enemy in your threat range (or take a 5' move to get there), you can grapple as a standard action and maintain as a move action. It says you can make two grapple checks each round, but it doesn't say "make two grapple checks to maintain a grapple each round". Since the initial grapple check and one maintain-grapple check would qualify as "two grapple checks each round), it seems you can do this.

Subsequent rounds allow you to maintain twice per round if you want to, so clearly there is no problem with getting extra chances per round to tie up, pin, injure, etc., your victim, so no reason to assume they meant to limit the first round, especially since there is no wording preventing it.
