Bladed cloak questions

I was looking through equipment and the bladed cloak caught my eye. Has anyone used it? Is it just pure BAB to attack? Seems odd not having an attack stat to add to BAB. Any suggestions on beefing it up? I might like to make it my primary weapon. Would be awesome on a small race if damage doesn't change due to size.

It looks like it's considered a melee weapon equivalent so you'd presumably add Str and any other bonuses to melee attack rolls.
