I'm a GM running a group of five players which have all reached level 4. One of the players wants to increase his intelligence from 17 to 18. Does he get 3 extra skill points retroactively and an extra bonus language? Herolab seems to think he does, but I was under the impression that he would not.
In addition, if he does get an extra language, does it have to be off of his list of racial bonus languages?

Yes. You gain retroactive skill points if your intelligence increases. However, you don't gain them from a headband that grants an enhancement bonus to your int. Those grant skill ranks to a specific skill instead.

Yep.
I haven't seen a clear rule on gaining another language with an Intelligence increase, but skill-points are spelled out clearly.

I'd really like an official ruling on the languages issue. It seems pretty clear to me that you don't gain additional languages, as per 1) the passage in the Core Rulebook that says you don't, and 2) the fact that Paizo's statblocks in APs, etc., never reflect additional languages for increased Intelligence. I'd love to get Hero Lab fixed to reflect this, but it isn't going to happen until a developer steps in and settles this dispute once and for all. Unfortunately, the clarification from James Jacobs about all bonuses from stats being retroactive is being held up high to muddle the issue.
Or, I'm wrong. And I don't dispute that's a possibility, but right now I feel like I'm cheating if I add additional languages,and I get annoying error messages if I don't. I'll happily just take the extra languages if we can get an official word, but if I'm right, I really want the Hero Lab bug fixed.

Weekday bump to try to get an official clarification on the language-gain with gained Intelligence issue. Anyone who wants Hero Lab to be as accurate as possible should please, please click the FAQ link for the first post of this thread. I'm making this a personal crusade until either Hero Lab is fixed or I'm proven wrong in my interpretation.
Weekly bump is the wrong approach.
Start a new thread. Put FAQ request in the title, as well as a meaningful description, such as "FAQ request for bonus languages from increasing INT". At the top of the post, ask one clear and obvious question, like, "do characters gain retroactive bonus languages when gaining intelligence?". If you like, put a second followup question immediately after it "If yes, is the character limited to their racial language list?"
Then ask other forum members to FAQ your post.
That's how you get an official response.
