In order to take this talent do I need its prerequisite feat: Combat Expertise?

No "Bonus feats" do not, as a general rule, need prerequisites.

That varies, Ranger and Monk both state that they don't need prereqs, fighters do, wizards do etc

I'd allow a rogue to get the feat through the talent without the pre-reqs though.

Yes, but you must also have the other prerequisites for Greater Steal before you can take it.

So even though you can get Improved Steal without needing Combat Expertise, you must still take Combat Expertise before you can take Greater Steal.

But Greater Steal's prerequisite is only Improved Steal and a BAB of +6...

No, if you look at the actual feat write-up (rather than just the table), the prerequisites are as follows:

PRD, Greater Steal wrote:
