Mostly look for things that don't need saving throws, plus anything you really need in a pinch (sans feather fall). I usually keep scrolls of Teleport, Dimensional Anchor, Resist Energy, Major Image (no st if not interacted with) and Gust of Wind around, amongst others.
Also consider the feat Fast Study - it allows you to prepare spells in as little as a minute, which you'll almost always have as long as you're not in the middle of combat.

Both Knock and Dispel Magic rely on Caster Level, which means they'll probably be a poor investment - either they'll be incredibly expensive or the CL bonus will be so low that the spell has a minimal chance of succeeding.
An example of a great divine scroll could be Delay Poison (no CL check or save, good duration) and an example of a bad scroll would be Remove Disease (requires a CL check to remove, meaning most level-appopriate diseases will be very hard to get rid off with a d20+5).
What you want are scrolls that give a significant fringe benefit but that you won't need often enough to prepare yourself. They should give a static bonus or penalty, not allow saves, and/or that have a duration which isn't destroyed by low CL.
That way you can buy the scrolls at the minimum cost and not worry about low duration/saves making the scrolls obsolete. Reynard and Avatar have made some good suggestions.

I'd say Shatter, since it's been quite useful in my experience. Sometimes there's just something you need to break, and for whatever reason nobody can do it with a Strength check. It does grant a save if the object is attended (or a crystalline creature) but in those cases let the melee do the sundering. You'll always find a use for a scroll of Shatter.

I'm kidding, but it might work with a lenient DM.
I have a wizard in my RotRL campaign that specifically learned Braille and spent a significant amount of his personal wealth re-scribing every spell he has in Braille to make sure he can dispel blindness should it ever happen... again.
...He had an unpleasant run-in with Caizarlu.
It's actually come in handy a few times - he can now prepare spells in complete darkness, for instance.
