A level 1 wizard only has access to 1st level spells, so no.

Is there any way to raise one's caster level?


You only get bonus spells for spell levels you can actually cast. You don't get bonus 3rd level spells until your class is capable of casting 3rd level spells.


When there are dashes on the spells per day table that means you can't cast it at all, even if your ability score bonus would give you one otherwise. A proper number (even zero) allows you to use your ability score bonus spells per day. Check out the ranger table for an example of one with a zero score on it.

Upping your effective caster level I don't believe gets you spells any earlier, they just increase the strength of the spells you can cast. So if you had Orange Prism which increases your caster level by one all spells that state X/level would be one higher than normal. But this would not mean that you get level 5 spells at level 8 instead of 9 as a wizard. For spell progression you need hard levels in that class or a prestige class that has spellcaster progression.
