The Item Creation rules say that you need not know the spell in order to use it in the creation of a magical item, so long as you have access to it by other means such as another item or caster. So does this mean that say an Oracle could create a Magical item that requires a spell not present on their own list, so long as they have access to it?

As long as the spell is somehow cast, you avoid the +5 DC penalty for not having the spell. Scroll, wand, another caster helping you, doesn't matter.
However, remember that for many magic items, the spell must be on your class list for you to even use the item. For example, a cleric can't use a Scroll of Summon Nature's Ally... unless you roll "Use Magic Device".
As a more extreme example than an oracle, there is a feat called "Master Craftsman" that allows non-spellcasters to make magic items. They have NO spell list whatsoever. But, as long as they have a friend or a good Use Magic Device check, they can avoid the penalty.
