Does that mean under normal circumstances Improved Called Shot does not allow you to make a called shot if you use a full-round or standard action that gives you one attack?

Performing a Called Shot normally requires a full-round action. This feat allows you to replace one of your multiple attacks (if you have them) with a Called Shot.

Oh! I see the confusion. Under "Making Called Shots" it's listed as a full-round action, and under the feat it's listed as a standard action.

That is part of it. It also seems really odd that you could replace an attack when you have multiple attacks but not when you have just the one.

Considering the mistake in the feat it seems like they meant it to be as follows:

Benefit: You receive a +2 bonus on attack rolls when making a called shot. When taking a full-round or standard action that gives you one or more attacks, you can replace a single attack with a called shot. You may only attempt one called shot per round.

Normal: You can make one called shot per round as a full round action.

Assumptions in bold.
