This spell afflicts the subject with uncontrollable laughter. It collapses into gales of manic laughter, falling prone. The subject can take no actions while laughing, but is not considered helpless. After the spell ends, it can act normally. On the creature's next turn, it may attempt a new saving throw to end the effect. This is a full round action that does not provoke attacks of opportunity. If this save is successful, the effect ends. If not, the creature continues laughing for the entire duration.
This dapper robe enables a sorcerer to add the effects of her 1st-level bloodline power to spells she casts. As a swift action before casting a spell, the wearer expends one use of her 1st-level bloodline power and selects one target of the spell to be affected by that bloodline power. If the spell allows a saving throw, a successful save against the spell means the bloodline power deals half damage (if it normally deals hit point damage) or is negated (if it does not). The robe can be used up to three times per day.
Laughing Touch (Sp): At 1st level, you can cause a creature to burst out laughing for 1 round as a melee touch attack. A laughing creature can only take a move action but can defend itself normally. Once a creature has been affected by laughing touch, it is immune to its effects for 24 hours. You can use this ability a number of times per day equal to 3 + your Charisma modifier. This is a mind-affecting effect.
Okay, checking to see if my interpretation of this is correct.
I use my Sorcerer's Robe to put a Laughing Touch in my Hideous Laughter. The target fails their save. (I have a bunch of used wands. I'm giving them away free of charge!) On their next turn Hideous Laughter tries to give them a save as a full-round action, but since Laughing Touch only gives them a move action for the turn, they can't take it. Are they then stuck with Hideous Laughter for the entire duration?Adjustments you would make in your home game are good to know, but a RAW would be preferred since this is for a PFS character.

On their next turn Hideous Laughter tries to give them a save as a full-round action...
This is untrue. Hideous laughter denies the target ALL actions, therefore it can't make the full round action save anyways...

It's sort of like Persistent Spell, forcing people to roll twice each time, but instead you're cutting down the saves they get by half. Probably works out to a similar % chance of being affected for the whole spell duration. Except this is 3/day, works for a specific spell / bloodline combo, and is cheaper than a lesser rod of persistent spell (which would also be 3/day). So...this is actually pretty "balanced". In quotes because I don't think persistent spell itself is balanced, but it's a legal rules option...

Ravingdork - That was exactly my thought. I was then trying to come up with some good uses for it and I was experimenting with the primal bloodline or the fey bloodline to try to get funny stuff with it.
StreamOfTheSky - I think that Persistent Spell is balanced, but the metamagic rod is a little OP. Making it 2 levels higher is actually a big deal.
Okay, glad to see I'm not crazy. *Adds Sorcerer's Robe onto a character's wish list*
