At 1st level, as part of a full-attack action, a maneuver master can make one additional combat maneuver, regardless of whether the maneuver normally replaces a melee attack or requires a standard action. The maneuver master uses his monk level in place of his base attack bonus to determine his CMB for the bonus maneuvers, though all combat maneuver checks suffer a –2 penalty when using a flurry.

At 8th level, a maneuver master may attempt a second additional combat maneuver, with an additional –3 penalty on combat maneuver checks.

At 15th level, a maneuver master may attempt a third additional combat maneuver, with an additional –7 penalty on combat maneuver checks.

Does this mean that at 15th level your combat maneuvers are all at -12?

No, I think they messed it up a bit, I suspect it was to follow the usual itterative attack sequence, as described it will come down to -2, -5, -9.

By strict interpretation of RAW yes, you get 3 FREE combat maneuvers but they're all at a -12. You could do only 2 FREE with -5 or only a single one with -2.

Remember, they're free, in additon to anything else you do.
However CMD is usually absurdly high already and a -12 makes them pretty much auto-miss. Not too great for a maneuver master.

I suppose most GMs would agree that -2 for the first, -5 for second, -12 for the third is what was intented and makes more sense, best ask your GM.

I'll hit FAQ on this one, it is more than a little confusing.

Excellent. Seems like -2/-7/-12 is how it should be since that would be a normal additional -5 for each subsequent.

If you choose your maneuvers correctly, you can actually get them all. Start with blinded, then tripped, then whatever you like (thats -4, -2 and denied dex, so could be a viable option for soaking up those penalties)
