You have to make them up in the case they don't have one listed. I use makeup and props for performances without an actual instrument. You can definitely have masterwork dancing shoes. Its fun to be creative. You can always personalize something like "masterwork intimidate tool: black lion pauldron" or something like that.

Well, can I have a masterwork tool that gives me +2 to Diplomacy? What would it be described as?
Some people play them off as being Masterwork clothing, the sort of eloquent type. It could vary from race to race though as to what they as find eloquent clothing befitting a +2 to diplomacy checks.

Masterwork tools should stick firmly with Crafting, Perform, and Profession skills. For dance, I've seen dancing silks that the wielder twirls around them be the masterwork tool. The only perform that it's hard to find a masterwork tool for is sing.... As to profession and crafting, the masterwork tools are either just a 50gp item that does the job (masterwork tool) or a specific item such as Alchemy Lab which costs 200gp I believe. Other crafting skills might be getting their own items/costs in Ultimate Campaign, such as the cost of a Forge for weaponsmithing or such. If there is a specific item for the craft skill, you should use that ones cost instead of the generic 50gp masterwork tool item.

But the text clearly states that some items do not function all the time, like the clothes would not work for creatures that don't care about them or are insulted by them.
I would personally there were tools for diplomacy, and if there are, I wanna know about them... In PFS, would GMs allow a tool for Diplomacy?

Oratory also uses masterwork vocal cords.
The generic 50 gp one can be whatever you want. Its suggested you try to remain sane though, and that they be limited.
An example of a masterwork diplomacy tool would be a particular article of clothing. Like an ornate scorpion armband, or a fine corset. It could also be masterwork makeup or perfume, or some other cosmetic.
In PFS I never have someone question whatever I'm using for tools so... I guess YMMV. When its something that could or might not be it really is open to table variation. Look at the charming trait thread for instance.
