the description states 10 feet per level but in 5 foot increments,so 20 5 foot teleports or 10 if you bring someone?

"5ft increments" means that you cannot teleport ("hop") a distance that is not divisible by 5. For example, you can hop 5, 10, or 15ft at a time, but not 12ft.

You could make 20 5ft hops if you are a 10th level character, since level 10 x 10ft per level = 100ft or 20 x 5ft hops. An 8th level character (one who just got the Dimensional Hop power) could only travel 80ft, or 16 5-ft hops.

This would indeed be 10 5ft hops if you bring one passenger on each hop. You could also bring two passengers, but it would cost 15ft of "hop" for every 5ft moved.

You could also make longer hops in one go - for example, the same 10th level character could make one 50ft hop alone, one 20ft hop with a single passenger (costs 40ft of move) and a final 10ft hop alone. (50+40+10=100)
