How do Racial Hit Dice work?
I am hopefully going to be joining a campaign where we all start as homebrewed Vampires, with 3 extra racial hit dice. The GM says we start with one class level.
What do the hit dice stack for? Does this mean I am a level 1 or 4 druid? Do I have 1 or 2 feats? Do I have an ability score increase?

You'll be a level 1 druid. Usually Racial hit dice add to hit, skills, saves, etc. like a normal level.

Racial HD are like levels in a separate class without any miltickassing penalties. As a vampire (3) druid 1, you get two feats, 4 HD, and the skill points and BAB bonus from both (though druid BAB is 0 at level 1). Ask your DM how many skill points his homebrew vampires give you and what BAB progression and saving throw progressions. Also if you gain any "class skills" for your vampiredom.

I would assume that the following would apply to the 3 racial hit dice (though, with a homebrew it may be different):
Skill points equal to 4 + Int modifier (minimum 1) per Hit Die. Many undead, however, are mindless and gain no skill points or feats.The following are class skills for undead: Climb, Disguise, Fly, Intimidate, Knowledge (arcana), Knowledge (religion), Perception, Sense Motive, Spellcraft, and Stealth.
