Was it intended to offer improved critical feat as an option for a second level character to take or do you need to meet the other feat requirements in order to take it? As written it sounds like you can take it in place of your level 2 discovery

There is nothing in the text of the ability that allows you to ignore prerequisites. For an example of text that allows you to ignore prerequisites look at the monk bonus feats.
