Can a witch with the flight hex use her feather fall and levitate abilities on other creatures?
No. All aspects of the flight hex affect only the witch (though she can carry objects or creatures as part of her weight allowance as described in those spell effects). (The 2nd printing of the APG includes this updated information.
From the http://www.d20pfsrd.com/classes/base-classes/witch Errata.

Necroing because I think they can.
A witch can share spells with her familiar. There are many hexes that are clearly said to effect the familiar too, when the witch uses them on herself. AND a familiar can deliver touch hexes as well as touch spells. So it would seem logical that a witch or a shaman can use her self-only hexes on her familiar. If hexes are considered as spells for one ability, they should be considered as spells for the other too. The errata referred to other creatures, but a witch/shaman familiar has a special relationship with its master.

Spells, Spell-like-abilities, Supernatural-abilities and Extraordianry-abilities are not the same as each other. Even if they have similar effects or even use "as the spell" in their wording a Spell-like-abilitiy is not a spell.
Without specific text to say they can do this they wouldn't be allowed to.
Having said that I'm no expert on Witches, and it's been ~7.5 years since this thread was active, so if there has been a rules-change this may be fine now. If not I wouldn't be surprised if there's a feat or ability (maybe an archetype?) that lets you do this.

Oh yeah I don't really mind necro-ing threads, and this seems like a particularly appropriate time to do so.
If I necro something I'd usually put a big sign telling people it's a necro (for example, see my above post). This is partly as a courtesy so people can see where the thread has been necro'd, but mostly so they don't start replying to long-dead posts and instead answer my question(s).
