Which is the best at manipulating water?

Advice

Between the Druid, Cleric, and Wizard/Sorcerer, which class has the most ability to control/manipulate water? It could be as a form of damage, a crowd control effect, or just changing the shape or area of it?

I'm trying to figure out which class would make a suitable "waterbender."

Undine Watersingers.

Hmmm, I never noticed that archetype, before. Wow.

Okay, I'll add those those the list of potentials. The Watersinger has a lot of flavor to it, bit out side of it's (really cool) bardic music abilities, can it compare to the full-casters?

No, but that's because the full casters get more spells, ones that are and aren't related to manipulating water and more spell slots to cast with. If you're looking just at manipulating water, the Undine Watersinger probably does it best, but if you're looking for who has the best selection of water-based spells... probably the Wizard or Sorcerer.

Nothing compares to full casters. Even full manifesters lagged behind in 3.5.

You don't necessarily WANT the power of a full caster though.

That's true up to a point, but it's only one factor. The higher end spells that the bard doesn't get offers more methods of hydrokinesis in the long run.

Waves Oracle.

Why? Is it purely based on their revelations? Or do they get access to water spells from different classes?

I'll throw out an Aquatic Bloodline Sorcerer.

Though only at high levels, Raise The Deep probably at the very least gives you the most water called at once of any other option, even in dry areas.

I'd go for the Undine archetype, because it's pretty much built off the A:TLA waterbenders, including bloodbending. You have access to healing and supportive abilities via bardiness.

You could be a full arcanist, but you'll be tempted to use the standard powerful spells wiz/sorcs get that detract from your concept. I'd definitely go Watersinger if I wanted to waterbend.

Well, combine with Eldritch Heritage(Aquatic) or (Elemental Water).
