Okay, I'm seeing different rules for this, at least in book entries...
The improved familiar feat states: "Brownie Neutral 7th" from Ultimate Magic
The beastiary 2 states: "A 5th-level neutral spellcaster with the Improved Familiar feat can gain a brownie as a familiar."
Which should I take as true?

If you're looking for something for PFS play, I would take a look at the additional resources guide
*click on the big society link on the left ... there should be an option to download the additional resources guide ... if not then look for player resources on the left *
Brownies, to the best of my knowledge are not leagal for society play.

From the additional resources page, if I read that correctly, it brings up my original question.

I've checked Additional Resources, and first of all, the brownie is allowed as a familiar with Improved Familiar. It's also mentioned as allowed in both the Bestiary 2 and Ultimate Magic references.
Given that it's legally available from both sources, I would personally say that level 5 is fine. You're following the legal requirements from Bestiary 2, and as long as you possess that resource, you're okay.

usually, if you can find no other solution, the most recent printed version is the one you are supposed to use.
in this case the UM is the newer book(april 2011 vs bestiary 2 december 2010), so the rule would be the level 7 requirement, barring any errata or clarification.
it's really not the greatest confirmation, but i really think that's the closest you're going to get
