So the spell "reincarnate" is proving to be a handful.
Situation:
Halfling sorcerer dies, gets reincarnated, rolls a 78 for human.
The way I see it:
- Gone: +2 CHA, +2 DEX, -2 STR
Gone: Halfling "traits".
Added: +2 CON
Added: Human feat (?)
Added: Human skill ranks (?)
Situation two:
Human druid dies, gets reincarnated, rolls a 38 for gnome.
- Gone: +2 of his choice (if it was physical) /or/ -2 CON?
Gone: Nothing else? Not his feat or his extra skill ranks?
Added: -2 STR and +2 CON.
Added: Gnome traits?

What you need to try and do is think about what traits are mental and what are physical.
The halfing in question would keep his charisma bonus, because that is a mental stat and gain a constitution stat bonus as per the chart, but lost the strength penalty and dex penalty.
While the feat is commonly in question, mental is the usual decision on that for humans and half-elves; while things like half-elf and elf perception and immunities are physical.
There is no clear statement as to what is gained and lost for this spell, but it needs it, especially since it is the closest easy immortality spell there is.

gaining skill/feat are grey. losing feat/skill usually doesn't happen. does NOT gain language. So you can end up with a gnome that does not speak gnomish, and will probably be hunted as a spy in gnomish (or whatever) communities.
Human -> almost anything is nearly always a boon (assuming playability) We played with a d% chance of gender.
had a human pally that became a gnome and was quite irate. until he restated his char, and saw he gained in almost everyway.
edit: human would lose the +2 chosen IF it was a physical stat.
