Executing a Whip and Drag maneuver

Warning: there is a spoiler for Slave PitS of Absalom here.

Pretty new to judging and I'm running season zero Slave PitS of Absalom. There is a Forman who tries to Whip and Drag. This is season zero, so info is sparse on how this happens.

Can someone help with me the action economy of how to use the Whip to both wrap it around the victim, and to then drag them...over the edge.

The Forman has the feats Exotic Weapon Proficiency (whip), Weapon Focus (whip).
Is it a grapple attack with a whip on turn one then drag on the next...all in the same turn?

Again, season zero. How do I make this work?


I see if I follow this flowchart, that it appears I can whip and drag in the same turn using a Grapple Combat maneuver with the whip. Maybe it doesn't work for whips this way????

So, victim is 15' away with open space between the two.
1. Forman rolls Vs the victims CMD for his whip.
2. If good I can drag him next to the Forman in a square of his choice.
In this case it is the water next to the Forman. Does that make sense?
