With the initial Will save to the spell is that at a minus 10 as per the spell or are people minus 10 after they have failed the initial save?

Mind fog produces a bank of thin mist that weakens the mental
resistance of those caught in it. Creatures in the mind fog take
a –10 penalty on Wisdom checks and Will saves. (A creature
that successfully saves against the fog is not affected and need
not make further saves even if it remains in the fog.) Affected
creatures take the penalty as long as they remain in the fog and
for 2d6 rounds thereafter. The fog is stationary and lasts for 30
minutes (or until dispersed by wind).
A moderate wind (11+ mph) disperses the fog in 4 rounds; a
strong wind (21+ mph) disperses the fog in 1 round.
The fog is thin and does not significantly hamper vision.
You are not affected by the spell until you fail the save. No -10

One of my pet peeves. Mind Fog would have made a lot more sense if it didn't allow a save, targeted another save, penalized the save, or something else.
I ask, what is the point of this spell? If I want to charm or dominate someone, I will just cast the charm or dominate spell and have them make one save (rather than two saves, one for mind fog and one for the enchantment spell).

Mind fog is for save fishing. Most spells you want to land are single target spells. Mind fog makes a group roll then you have a chance of other single target things being much more effective. It also makes continuous save to break free very troublesome.
