Do they count as masterwork?


Considering only masterwork weapons can be made into magical weapons: yes - provided the base stave can indeed be used as a quarterstaff of course.

I'd assume/rule that spell-staves would have to be masterwork, too... note that this is not a RAW assessment, I'm just chiming in with an opinion.


A staff is a quarterstaff. When crafting a staff, you do not need to start with a masterwork quarterstaff (which would cost 300 extra gold), so it does not follow that the staff is masterwork.

However, if a staff crafter would like to spend the extra money, he could make it from a masterwork quarterstaff.

Seconded.

Also, if the crafter wanted their Staff of Fire to ALSO be a +1 Flaming quarterstaff, then it would have to be masterwork, because magic WEAPONS have to be in order to enchant them.
