Suggestions for a Razmir spell list

I'm casting Razmir as the BBEG for a campaign I've just started, and even though Inner Sea Magic pegs him as a 19th level wizard, I'm going to run with a suggestion I saw on these boards a while back and cast him as a level 20 sorcerer with the Celestial bloodline, giving him sort of a divne feel. In any case, I'm trying to decide on his spell list, and could really use some help figuring out what this guy would have. The way I figure it, if he wants to pass himself off as a god, he needs spells that can represent the following...

Razmir is a provider. He must be able to demonstrate this to his faithful, since it's a big part of his relgions. I want him to have a few spells that can create something out of nothing. With a wave of his hand, he should be able to generate wealth or construct a tower.

Razmir is glorious. He needs to be able to look impressive, and to be able to give major displays of power. He needs a few spells that simply look impressive, or that have big, impressive effects that can affect a wide area.

Razmir is powerful. This guy can mess up infidels. I feel like he should have a few flashy attack spells that can level a small structure or a band of low-level adenvturers. Ties in closely to the previous point.

Razmir is divine. Razmir has the heavens on his side! I want to play up his celestial heritage and give him a way to summon idyllic-looking outsiders that scream "holy." He also needs to be able to keep them quiet on his true nature while they're working for him.

Razmir can turn a city to ash in a single night. I want to make sure to address this one, because it's a large part of his history. Pathfinder does not have a description for the "Zimbor" spell, so I want to account for how he pulled this off.

Any suggestions?

Tsunami, World Wave, and Meteor Swarm work well for that "divine retribution" feel. I think he rather needs to have Overwhelming Prescence, as well.

Shades.

Use it to cast various conjuration (creation) spells. Some of them are innately permanent/instantaneous lasting.

Does it really matter that this stone castle he conjured is only 80% real?

Interesting idea, casting him as a celestial sorcerer. Do you have a build for him?
Does he use the razmiran priest archetype or the prestige class?

How about going with the Empyreal wild blooded bloodline, btw for Channeling? Though Wisdom instead of Charisma is perhaps not that fitting for Razmir. The Prestige class above is probably the better option...

Getting healing spells is the biggest problem. Or maybe he uses items for those.

Flashy divine-like combat spells are covered by the celestial bloodline spells and powers.

The Mask of the Living God item should be creatable by him. Also check out the Mask Golem.

Gathering all stuff required from the archetype, prc, items:

Spells: aid, remove disease, shadow conjuration, cause fear, shades, see invisibility, dominate person, telekinesis. Probably also limited wish.

Feats: False Casting(bonus), maybe Magical Aptitude, craft wondrous item, craft construct.

Skills: Heal, intimidate, bluff, sleight of hand, use magic device, perform(act, oratory), craft(sculpture).

Fabricate should cover the providing stuff with a snap of his fingers, or minor/major creation


Going through the sorcerer spells mostly picking those that are divine too or have a divine-like effect, plus a few compulsions:

0: daze, detect magic, detect poison, resistance, light,...
1: bless(b), adjusting step, cause fear, charm person, see alignment, memory lapse?.
2: resist energy(b), eagle's splendor, misdirection, minor image?, levitate?, burning gaze?.
3: magic circle against evil(b), nondetection, ash storm, rain of frogs, suggestion.
4: remove curse(b), detect scrying, fear, lesser geas, shadow conjuration.
5: flame strike (b), dream, dominate person, major creation, telekinesis, mage's private sanctum.
6: greater dispel magic (b), geas/quest, serenity, mass suggestion or symbol of persuasion.
7: banishment(b), limited wish, greater age resistance, joyful rapture. ( temporary resurrection or waves of ecstasy would also be great)
8: sunburst (b), frightful aspect, greater shadow evocation, mind blank.
9: gate(b), overwhelming presence, shades, wish. ( Maybe Tsunami, Winds of Vengeance, or even Meteor Swarm but only if you need it for the backstory, otherwise too distinctively arcane especially the latter)

Bonus spells from base celestial bloodline. He gets them only if sorcerer level is high enough ie no prestige class. No archetype applied.

Maybe add a few Summon Monster spells on some levels. Or maybe a few planar bindings...

He's a charlatan doing the divine-servant scheme from early on. He's not much of a direct combatant by his spell selection and should now be shielded by layers of servants and protections. Though with his bloodline powers and shadow/wish spells hes quite versatile. Make sure to plan combat in advance...

Bonus sorcerer feats:
Extend Spell, Iron Will, Skill Focus (Knowledge [religion]).

Right. Also (limited) wish and shadow conjuration/shades.
