GM call - the description of Flash Powder doesn't say if the blinding effect is caused by light, irritants, smoke or some other means.
Personally I'd say it's a mixture of those, and so Lightbringers would not be immune.
As VRMH said it's not clear but the Lightbringer is "weak" enough so I would allow it.
