I don't think so--specific overrides general, and those abilities specifically say those are secondary attacks.
That said, you might want to look at the White Haired Witch archetype. I've always wanted to try making a viable character from it.
I think it's a cool concept, but mechanically I have a hard time making a respectable grappler/natural attacker out of a 1/2 BAB, d6 class with a relatively weak set of class features.

Actually, it has been ruled that in case the hair is the witch's only natural attack, it's counted as a primary attack, based on this rule:
Primary attacks are made using the creature's full base attack bonus and add the creature's full Strength bonus on damage rolls. Secondary attacks are made using the creature's base attack bonus –5 and add only 1/2 the creature's Strength bonus on damage rolls. If a creature has only one natural attack, it is always made using the creature's full base attack bonus and adds 1-1/2 the creature's Strength bonus on damage rolls.

MMmmm zactly. As are the claws, if those are the only ways to attack. I guess hair and claws are another story! lol
