If you become a creature with that listed ability, your speed drops to whatever the spell says. So if you become a bird with a 50 foot or 80 foot fly speed, you only gain a 30 foot fly speed if you take that form.
If you become an animal that has, say, a 20 foot fly speed, you only gain a fly speed of 20 feet.
In addition, each polymorph spell can grant you a number of other benefits, including movement types, resistances, and senses. If the form you choose grants these benefits, or a greater ability of the same type, you gain the listed benefit. If the form grants a lesser ability of the same type, you gain the lesser ability instead. Your base speed changes to match that of the form you assume.
If you become an animal that has a 20 foot fly speed, you only gain a fly speed of 20 feet, not 30.
By "base speed" in the last line, they actually mean "base land speed".
