Depends on the DC. For caster level check, it is the caster level of the writer, right? So, very low. But for UMD, it is 20 + spell level. Calculate both, and use whichever is more favorable.

Caster level check if you fail the scroll is used up or worse, I think.

UMD you just fail and can try again.
