spell resistance from magic items and lowering resistance

Hello,

I understand that if you have natural spell resistance (creatures for example) they can lower it if they want to allow something through.

What if a player has SR from an item? can they still controlwhen the SR is active to allow some spells through?

I don't see why SR granted by an item should be different from SR granted by a spell.

Spell Resistance: "Spell resistance is the extraordinary ability to avoid being affected by spells. Some spells also grant spell resistance.

that makes sense when it's an ability. it just seems strange that when it's functioning from an item that it's treated the same way.
