Bringing Flying Opponents Down

If an archer wanted to attache some rope to an arrow shoot it at a flying monster and then if the arrow stuck use it to pull the flying monster down how would he do it? Could he do it?

RAW, you are looking at a grapple check basically. They would have to find some way to be able to do a ranged grapple (I know for a fact it existed in 3.5, not sure if they've gotten to it in PFRPG) through PrC/Arch/feats.

Fighter(Archer) can get the ability to Grapple at range.

Other than that there are no rules of it.
