I imagine so. I mean, a lesser Rod of Metamagic increases any spell of third-level or lower (meaning all of a Paladin/Ranger's list but 4th level spells).
The feats require the same increase requirement - so a silent first-level spell becomes second-level, and a fourth-level spell cannot be silenced at all for a Paladin/Ranger.
Summoners, Inquisitors, Bards, and other 6-level spellcasters follow the same rules, but obviously max out at 6.

Any caster can use a metamagic rod on their spells, regardles of their spellcasting progression. It does increase not spell slot or spell level (except for Heighten spell, which isn't available as a rod). You could even use a metamagic rod on 4th-level ranger spells or 9th-level wizard spells, even though that would normally have taken up a spell slot higher than is possible for the class.

The main difference between these classes and full casters is that they can use cheaper rods on their spells. A summoner for example can use the second tier rods for their 4 - 6 level spells even though this includes an equivalent 9th level spell (Dominate Monster) at 16th.
I find the interesting since a 7th level summoner can use a first tier quicken rod on Black Tentacles or Wall of Fire but other classes can't.
