Hi. I'm playing a pathfinder summoner Let's say I have the ability to cast Summon Monster II. Am I able to use this ability to summon small quasi elementals (lightning or obsidian quasi elementals in particular) or am I limited in my selection?
Just asking, because the following lightning quasi-elemental seems pretty OP compared to other comparable level 2 summoned monsters.

No. You can only summon the monsters that are listed in the spell, or any monster that specifically says "You can summon this creature with Summon Monster #".
The quasi-elemental is a 3rd party creation. Paizo didn't make it, and their spell doesn't summon it. When the spell says you can summon an elemental, it means a fire, earth, water, or air elemental.
(Summon Monster 2 summons CR 1 monsters. If you wanted to summon a small lightning quasi-elemental, its more suited for Summon Monster 4, which summons CR 3 monsters.)

That leads me to believe that these quasi-elementals count as elementals and when I choose the (small) version of them it should be a legal summon. Is that not the case? I'd fully understand if that were the case it's just strange that there is no FAQ anywhere (that I can find) that deals with this issue.

No. quasi-elementals are not elementals. They are quasi-elementals.

Well, those elementals didn't exist when Paizo published the Core rulebook. They shouldn't be able to be summoned. However, they are the same strength as the air/water/fire/earth elementals, and are elementals (not quasi-elementals) so are probably just fine to summon any time you could summon a normal elemental. I would allow it, as would (most likely) any of the Pathfinder developers.

Yes, you can summon any (Pathfinder) Elemental.
Points:
1) The term 'quasi-elemental' was introduced back in 3.X and I cannot find it anywhere in a Paizo or Pathfinder publication. It does not apply to the Elementals in Bestiary 2. What 3rd party publications have named their elementals is another matter.
2) The Summon Monster spells summon 'Elemental (*size*)' There is no distinction in type of Elemental.
3) The Elementals presented in Bestiary 2 are listed as Elementals. This means Ice, Lightning, Magma, and Mud are already legal to summon with Summon Monster spells.
Summary: You can summon any elemental. Since Summon Monster makes no distinction by type of Elemental and Bestiary 2 Elementals are in fact elementals then yes, you can summon them using Summon Monster II.
With that said, the 3rd party Elementals (quasi or whatnot) are just that, 3rd party and will have to be approved with your GM regardless of the prefix.
