So, I have a campaign idea and it brings out a new type of weapon. one that changes and improve as the owner does. gaining a +1 for every three level of the owner. the weapon changes after it gets to a +2, to flame/corrosive/etc.
The issue I have is with wizards, since they really dont use weapons, and having a +1 flaming longsword, though useful. Is not the right type of thing for them. So, does anyone have any advice to give me?

Nothing, they get spells :)
But in all honesty, I'd say give them a wand that they can charge with x castings of a single first level evocation spell and have it "level" like the weapon.
At level 3 it becomes a wand of shocking grasp that has 5-10charges and casts as if it were a second level caster. At level 6 it casts like its a third level caster, at level 9 it gets quickened etc.

The 3rd party publisher super genius games has a pretty cool product that could help you. The genius guide to runestaves and wyrd wands . It has impelement rules that are similar to magic weapons for a caster's spells. They scale similarly to a magic weapon though are a bit weaker. Give the casters one of those that scales at the same pace as the magic weapons.

Sounds ridiculously powerful...
But.. if you have the old 3.5 book "unearthed Arcana" pg 170 has a concept called "item familiar" which is stylistically exactly what you are describing (an item that gains power as you level) but the gains do not come as quickly as you presently forecast.
anyway, it might be a good source for ideas.
If your actual question is "how do I give the wizard an equally overpowered Monty Haul item?"
