Rite Publishig has in the Company of Tengu which while not Golarion specific sure adds some fluff and crunch. (Most crunch is even on d20pfsrd) It's set in the Kaidan setting (Japanese fantasy horror) iirc.
Just wanted to point it out in case you weren't aware...
For a dislocated Tengu you could definitely use the fluff for his far away homeland.

Solid name.
With the new Companion format it could cover a few different bird topics. Tengu, strix, harpies. Some aerial combat rules. New items boyh magic and mundane equipment. Flying mounts. Advice for fighting flying creatures.

Harpies were already covered in "Mythical Monsters Revisited." But the book doesn't go into new harpy weapons and aerial combat maneuvers - that would be cool!

True that. Every time I see something like a feat or trait that increases bite damage that 'only orcs can take' when there's only umpteen bajillion races out there with oversized dentition (such as gnolls, goblins, kobolds, lizardfolk, some tieflings, etc.) who could just as readily benefit from it, I wonder why this same wheel has to be re-invented for every single race.
But that's really a problem, IMO, with 'prerequisite porn,' where a trait, feat, whatever is arbitrarily handed a bunch of prerequisites, as if the presence of a prerequisites line compels a designer to write a bunch of stuff there that has nothing to do with balance.

Given how many non-human races I have in my homebrew, I've long gotten into the habit of throwing those kinds of prerequisites out the window and allowing it for pretty much any race it makes sense for.
Hell, I'd allow it for an aasimar if you wanted a way to give them something visually defining agathion ancestry.
