Ranged touch attacks

What do you use for ranged touch attacks from spells? Dex or Str I would have to guess Dex but I do not know for sure.

1d20 + BAB + Dex bonus + feats/etc

And remember they suffer from the same rules as any ranged weapons, so -4 when casting into combat (unless you have precise shot) and -4 when casting at a prone target.

I guess the moral of the story is scorching ray at a prone target in melee with your buddy who provides target with cover is a tough shot. :)
