Monk, Shurikens, Catch Off-Guard and Non-Weapon Proficiency

Okay, can a Monk use Shurikens as Improvised Melee weapons using the Catch Off-Guard Feat, while also not taking a -4 for Non-Weapon Proficiency Penalty to attack because he is already Proficient With Shurikens?
Edit: AND also use two of them with flurry of blows, not throwing them of course?


Improvised Weapons: "Sometimes objects not crafted to be weapons nonetheless see use in combat. Because such objects are not designed for this use, any creature that uses an improvised weapon in combat is considered to be nonproficient with it and takes a –4 penalty on attack rolls made with that object."

1st: Shuriken are crafted to be weapons, so many say that means it can't be used as an improvised weapon. (Arrows, on the other hand, are ammunition, not weapons, which is why they can be used as improvised weapons)

2nd, from the item description: Shuriken: "A shuriken can't be used as a melee weapon."
