Use magical devices....

Does a fighter need ranks in use magical device as a cross trained skill to activate a weapon with a special ability (standard action usually and command word) or say boots of speed? I understand wands, rods, staves, scrolls, artifacts have DCs. And assumed static enhancements like Belts, armor, meant just wearing the item, but what about rings with abilities or cloaks?

If they have command words, they don't need UMD to use the items, but someone would need to use spellcraft to tell you what the command words are.
