An exotic military saddle seems to weigh 40 pounds regardless of size. What if I want my wizard to cast enlarge person on his raven familiar and reduce person on himself in order to ride his familiar? That would require a Small-sized exotic military saddle. Why on earth is it still 40 pounds?
Are there any rules covering this, that I may have overlooked?

I don't know where exactly, but I know it states that magic items (that are not weapons or armor) resize to fit the user and I also know that in the item creation rules the price of an item and weight is modified by its size. Since spells like enlarge person and reduce person affect weight (as it says in their description) I would imagine that any size adjustment to any item impacts the items weight as normal. Small items for small characters weigh less by default of them being small. Now as to the rules for determining the items new weight, I would have to re-read enlarge and reduce person, as well as look at the information on items like pouches which tell you the weigh in the event it is smaller (or larger).

On the Goods and Services gear list, specific items are marked as being 1/4 weight for small characters. Saddles are not among them. Examples include:
backpack, bedroll, winter blanket, belt pouch, rations, sack, tent, waterskin, climber's kit, disguise kit, musical instruments, clothing. These are from the core rulebook.
