I want to create an Enchantment for Armor that mimics the ability of a Necklace of Adaptation. The Necklace requires the 2nd level spell "Alter Self".
Are there any guidelines for creating Enchantment Bonus' from spells?
take the price of the necklace of adaption, multiply it by 1.5
for example
9,000 becomes 13,500
it's part of the magic item creation rules in the back of the core rulebook.
not every ability consumes a point of enhancement bonus. some have flat costs.

Not all abilities on armor have an enhancement cost... some are flat out gp costs as Lumiere just said. Check the magic armor charts.
It should probably be closer to 18000 gp though, it is not an item that is taking up a slot at that point and armor abilities don't typically follow the 1.5x pricing (as multiple abilities on a slotted item would).
