All characters are proficient with unarmed strikes and any natural weapons possessed by their race. A character who uses a weapon with which he is not proficient takes a –4 penalty on attack rolls.

At 1st level, a white-haired witch gains the ability to use her hair as a weapon. This functions as a primary natural attack with a reach of 5 feet. The hair deals 1d4 points of damage (1d3 for a Small witch) plus the witch’s Intelligence modifier. In addition, whenever the hair strikes a foe, the witch can attempt to grapple that foe with her hair as a free action* without provoking an attack of opportunity, using her Intelligence modifier in place of her Strength modifier when making the combat maneuver check. When a white-haired witch grapples a foe in this way, she does not gain the grappled condition.
(1) White Haired Witch gains the ability to use her hair as a Primary Natural Attack.
(2) The White Haired Witch class does not gain any weapon proficiency for the White Hair Primary Natural Attack.(3) The Primary Natural Attack is from her Class, not from her Race.
Does a White Haired Witch take a -4 penalty to her attack rolls when using her hair without first taking an appropriate weapon proficiency?

By that logic, any class that grants natural attacks (ie. Sorc bloodlines, Druids, Rangers, etc.) would take non-prof penalties. I don't think I've ever seen anything such as Natural Weapon Proficiency to take. What would they count as? Simple? Martial? I think just hand-waive it and disregard the non-proficiency, presuming that any ability that bestows a natural attack also bestows proficiency in said natural attack.

Weapon and Armor Proficiency: Druids are proficient with the following weapons: club, dagger, dart, quarterstaff, scimitar, scythe, sickle, shortspear, sling, and spear. They are also proficient with all natural attacks (claw, bite, and so forth) of any form they assume with wild shape (see below).
I do agree that it was the intent the witch would be proficient in her own natural attack.

I think the matter of Druids is just a redundancy then due to disparate writing. Neither Sorc nor Witch have such a clause and both have abilities that can grant natural attacks. But, I guess to get clarification we could FAQ it. It would seem odd that a Draconic or Abyssal Sorc's Claws power gives you claws that you automatically take a -4 non-proficiency penalty on.
