Poltergeist and attack of opportunity

Rules Questions

Sovereign Court

Suppose you have a creature such as a poltergeist..or some other creature that does not have the ability to make a melee attack.

Does that mean that said creature can never make an attack opportunity?

After all an attack of opportunity is a melee attack.

Was it the game designers intent to deny certain creatures the ability to make an attack of opportunity, or was it the game designer's intent to make attacks of opportunity available to all?

Shadow Lodge

Those creatures can't make AoO.

The same is true for most archers (unless they have Improved Unarmed Strike, a natural attack, or a feat like Snap Shot.)
