Wonderous items and meta magic feats

Rules Questions

So I've come across a bit of a bump in the road. What I'm trying to create is basically a Cape of Mountebank that can be used as a swift action by applying the quickened spell meta magic feat to it, the problem is in calculating the cost, I know that the caster level is 11th but based on the description of meta magic feats, would the spell level be considered 4th or 8th? I'm pretty sure it would be 4th but I want to be sure before I present the item to my GM.

Quickened Dimension Door would use a level 8 spell slot, not 4.

The RAW for calculating cost doesn't include provisions for applying Metamagic feats meaning you're totally up to the mercy of the DM to even allow such an item.

Personally I'd call it an 8th level spell (also moving caster level to 15th minimum). Then I'd maybe consider allowing it.

Mind you, activating a magic item is a standard action. It's not the spell effect that takes the time, but the item activation.

This is true however the only meta magic feat that actually raises the spell level is heighten spell all quicken does is make it use a higher spell SLOT it doesn't raise its actual level.

@DeltaOneG: Thank you sir that's the kind of answer I was looking for.

So now I'd like to know is if there is a way to speed up activation of a magic item?

I asked the same question to no avail.
