Help a guy out here - I know there are rules for this but I can't seem to track them down ...
I want my really strong paladin to use a dire flail (a two-handed weapon) with one hand so he can use a shield in the other.
Where are those rules? I think there is a -2 or some such to hit or something?

You cannot use a two-handed weapon one-handed unless you have the Titan Mauler Barbarian's Jotungrip class ability or the Thunder and Fang feat.
A two-handed weapon held in one hand, in all other cases, can't be used as a weapon. I think a double weapon MIGHT be able to be used one-handed, but you only get one attack with it, and at a penalty, iirc.

There are some archetypes that allow you to use oversized weapons (i.e. a large sized longsword) but nothing I've seen that allows this...
Also, do be advised that even if you have a circumstance that allows you to use a double weapon (like a direflail) in one hand, if you are one-handing a double weapon you may only use one end of it.

As others have already stated there is no such rule allowing two-handed weapons to be used in one hand except via Jotungrip from the Titan Mauler archetype.
That said, if this is a home game, I would suggest asking your DM if you can take a feat for it (presumably requiring a lot of strength, like 19). It's not exactly something that is going to change anything much except flavor as long as the feat does not also let you use oversized weapons. If it gives you even a -1 penalty to attack it would easily be in-line with the classic "weapon spec" as it would give -1 to attack but +2.5 to damage compared to normal one-handed weapons. It's a little lower, but you get a bigger boost out of things like vital strike and the Impact property so that should offset it.

Doesn't work for Heavy Flails but I'm pretty sure the Heavy Flail is actually a one-handed weapon, anyway. So nothing should be stopping you from using it with a shield.

Just looked it up, it's totally a two-handed weapon... but it's like 1 average damage more than using a normal flail. Not really worth taking a to-hit penalty and/or burning a feat.

There's a fighter archetype (phalanx soldier) that lets you wield a polearm in one hand when you use a shield in the other. (http://paizo.com/pathfinderRPG/prd/advanced/coreClasses/fighter.html).
I'm not sure if that's what you're looking for, but that's the closest I can come up with.
