Klar a weapon or shield first?

Is the klar considered a weapon or a shield for the purposes of making it masterwork?

"Even though some types of armor and shields can be used as weapons, you can’t create a masterwork version of such an item that confers an enhancement bonus on attack rolls. However, you can create masterwork armor spikes and shield spikes, which do confer their enhancement bonus on attack rolls to attacks made with the spikes."

I think you need both.

take the expensive most, and aply masterwork for both and thats all (i guess)

It counts as a Light Shield with Armor Spikes, so it would require both, as they function the same.

For Special Materials, well, that's a bit trickier.

If prices for both shield and weapon in the Special Material are listed, pay both. Otherwise, pay which ever one is listed.
