Having looked at the various LG deities for a Paladin, I came across Ragathiel while thinking about my recent character. Anyone have an idea if his worship is common in Mendev? I've been wanting to make a Demon-spawn Tiefling who survived living in Mendev and took his mentor's religion (and alignment) up as his own after said mentor sacrificed her life to save him from a demon outbreak. I'm considering him either as a Paladin of Iomedae (would make sense considering the region), or as one of Ragathiel.
And I just realized I could have thrown this one to the Ask James Jacobs thread instead...

I can't count how many threads have popped up about Ragathiel over time. I get the feeling they're gonna keep showing up until Chronicles of the Righteous is released.
Not that I'm complaining, mind you, Ragathiel IS my favorite Empyreal Lord.
To answer your question, from what I understand of Mendev, it's (at least originally) a nation of faithful united in purpose. If a pack of wayward Hellknights can go there and become powerful and numerous enough they get recognized as an official order before returning to Cheliax (Godclaw, if you're curious) think it'd be more than safe to assume that a few itinerant cultists of the Empyreal Lords ended up there to help stem the demonic tide. Ragathiel actually fits the best out of all of them, since he's a militaristic being (he leads an "army of heroes" in Heaven) and Iomedae's herald actually used to be his (Hand of the Inheritor now, formerly known as the Hand of Vengeance).
I personally have a pet theory that had Iomedae not come on the scene, Ragathiel would be where she is now, much like how Sarenrae stepped up after Ihys was murdered, and that when Iomedae succeeded at the Test of the Starstone AND took on Aroden's burdens, Ragathiel gave her his herald, both to help her ease into her command better and out of respect for all she accomplished despite being a mortal.
So...yes, it's pretty plausible that Ragathiel cultists would be in Mendev. He and Iomedae are buddy-buds. ;)

And given his unique perspective amongst the Empyreal Lords, his presence in Mendev has probably saved the lives of more than a few tieflings born from proximity to the Worldwound that would otherwise had been victimized by the Burners or others.
That and he really does come across as a "go where the situation is the worst" kind of guy.

Actually there is in the splatbook for Tian Xia (Dragon Empires gazetteer) it says for the country of Tian Jing (which has lots of Aasimars) it says that Empyreal Lords are a main religion. Now as far as the inner sea region, yea i would say any place that you find a lot of Iomedae worship you would find some shrines to Ragathiel.
On a personal note i find that Ragagthiel is an awesome deity for a paladin (He is the "General of Heaven"). Since his fav weapon is Bastard Sword its a good deity for a two a handed pally build.
However i wonder with a cleric of him, would the cleric gain the martial prof in the bastard sword (using it only two handed) or would he/she gain the exotic proficiency in the bastard sword ( using it one or two handed)?

There is no "martial proficiency" for the bastard sword. It's an exotic weapon. Anyone who lacks EPW:Bastard sword can use it two-handed as if it were a martial weapon. Clerics of Ragathiel would be proficient and would be able to use it one-handed.
