It means when you throw it the first range increment in which you do not get pentalties for distance is 10 feet.
And if you are in square 1 and throw it at a square 10 feet away it hits that square like if you were to throw it at a monster 10 feet away. Since it is a splash weapon everything within 5 feet also takes splash damage.

Ultimate Equipment p106: Treat this attack as a ranged touch attack with a range increment of 10 feet.
Question 1: it means that I can throw it up to 10 feet or 15 feet?
Question 2: If I am on square 1 Throwing something 10 feet away means landing on square 3 or square 2?
1: It means you can throw it up to 10 feet per range increment, for a total of 50 feet. There's a penalty of -2 to hit for each range increment past the first (0/2/4/6/8) (which can be reduced by feats far shot/splash weapon mastery). Don't worry too much though since splash weapons use the target's touch AC, so you can generally afford at least the 2-3x range increment penalties.

No I don't think so? This is a strange thing that's mentioned that I've never really noticed before, and I presume it's maybe either talking about pulling a splash weapon from a handy location and then throwing it, which would use a move action and standard action (totaling full-round), or else maybe something like preparing (and/or throwing) a specific splash weapon that needs preparation like a fused-bomb or Molotov cocktail (lamp oil). As far as I'm aware throwing a splash weapon (or "preparing" a standard splash weapon) isn't a full-round action, so I don't know what else it would be referring to.
If you miss you need to roll for misdirection to see if the splash will still hit your target or not. The following link explains how to roll for misdirection:

Look under "FIY: Splash weapons". Essentially you roll 1d8 and it goes in that direction 1 square for every range increment you are distant from the target.

I've never understood this action. As far as I can tell, there are no splash weapons which require preparations. So this action is never used.
Without any splash weapons defined is requiring preparation to throw, the one's I can find such as acid or alchemist's fire are treated like any other thrown weapon (move action to draw/pick up, standard action to throw) with the exception of targeting touch AC and dealing splash damage.
